Because they are clearly a person who cares deeply for their home and that's someone that Owain would want on his side (in spite of them forging documents orz). But Owain would continue to be honest and answer any other questions the Conspiracist had for him. If he managed to get the Conspiracist on his side, he would ask for them for help in keeping unrest in the other Kingdoms at bay and would also ask for advice on things he could do to help with that unrest as well.
But in the end, no matter if the Conspiracist allies with him or not, Owain wouldn't execute them.

OWAIN WOULD 10000000% SACRIFICE HIMSELF. And he would make a more dramatic speech than he did in the first part, during which he would list out the rules of succession (whatever the Head Oracle and Head Advisor suggest as being the best way to do so).
